Irrigation company asks Cedar City to address water being piped into East Extension ditch

Sam Bauer, president of the East Extension Irrigation Company, urged Cedar City to respond after photographs showed irrigation water being piped from a private property across Northfield Road into the East Extension Ditch. Bauer said the irrigator does not hold rights north of 3000 North and that the water is being routed through a city borrow ditch to reach the East Extension system.
Council and staff discussed jurisdiction and remedies. City staff noted existing ordinance provisions that prohibit placing material in storm ditches that would block flow and said they would pull subdivision approval documents and the relevant ordinance language. Staff recommended talking with the irrigation companies (East Extension and Northfield) to confirm easements and rights; council asked engineering to review plans and determine whether the subdivision approval process failed to require adequate stormwater handling.
No enforcement action was announced at the meeting. Staff said they would research the applicable easement and subdivision approvals and follow up with the irrigation company and the developer.
