Arena representatives and rodeo organizers told the commission that events have doubled in size, the facility’s 30-year-old pens are failing, and current equipment presents safety risks to livestock and people. Bids were presented: a full outdoor replacement bid and a lower-cost option that moves equipment into the indoor arena and relocates existing equipment outdoors. Arena management said a $75,000 county match (paired with $85,000 in special recreation board funds earmarked for maintenance) would allow the county to choose the option that addresses immediate safety needs.
Commissioners discussed whether the purchase should come from capital funds or transient room tax (TRT)/rec funds given tourism and event attraction arguments. Legal and finance staff said they would confirm allowable uses under recent TRT statutory changes; commissioners noted the purchase was capital in nature and often funded from capital projects. After debate about timing and budget pressures, the commission moved the $75,000 from capital and the motion passed 6–1.
