Council approves subdivision variance, parking ban and denies arena fee waiver

At its Feb. 14 meeting, Cedar City’s council approved multiple land-use and administrative items: a variance for a new subdivision road, an ordinance amendment restricting on-street parking in a residential cul-de-sac segment, denial of a fee-waiver request for the Diamond Z Arena and adoption of a fiscal-year budget revision.
On the subdivision variance (Item 7), staff and the developer’s representative, Dallas Buckner, discussed requested departures from engineering standards for 2125 South Circle and Estates Drive. Engineers noted that increasing paved width to 26 feet (curb to curb) would raise right-of-way dedication and cost, but was feasible. Council approved the variance with conditions: prohibit driveway access to the reduced-width portion, post signs at both ends indicating no parking, and record those conditions on the final plat. The motion passed 4–1 with one member voting nay.
Council also amended Section 35-10 of city code to prohibit on-street parking between the cul-de-sacs on 2125 South Circle and Mooncrest Drive (Item 8). Members left the exact implementation (red curb vs. signage) to engineering staff’s discretion.
At the Diamond Z Arena public hearing (Item 6), Rebecca Esplan requested that the city waive the rental fee for Farm Fields Days; she later informed the council community fundraising had covered most costs. Council opened the hearing, received no further public input and moved to deny the fee-waiver request.
Finally, the council adopted a resolution revising the FY 2024–25 budget as presented by finance staff.
