Resident urges Cedar City to restrict motorized vehicles on west-side paved trail; staff to investigate Thunderbird Gardens maintenance

Resident Kerry Leach told the Council on Feb. 12 she is concerned about safety on a paved hiking trail west of the Old Sorrel/Cross Hollow townhomes where motorcycles, quads, side-by-sides and even a pickup have been observed using the trail and the nearby retention pond area. Leach said the trail lacks a posted prohibition on motorized vehicles and described frequent use by young parents with strollers and older residents who could be vulnerable.
"We are noticing a large number of motorcycles, quads, side by sides, and even on one occasion, a pickup, driving on there," Leach said during the public-comment period, and she asked council and staff to evaluate signage and access restrictions.
Staff earlier reported the BLM had notified the city that it could no longer participate in an existing memorandum of understanding for Thunderbird Gardens trailhead maintenance and would be turning maintenance responsibilities to Cedar City. Staff said they would ask the leisure department to estimate costs for restroom and trash service and would follow up with the council.
Councilmembers said they would look into signage and enforcement and offered to follow up with the resident; one councilmember offered to bring a dump trailer to address trash concerns.
Next steps: staff will evaluate posting no-motorized-vehicle signage, enforcement options and the cost to assume restroom and trash maintenance at Thunderbird Gardens following the BLM27s notice.
