Planning commission sets 2025 priorities: housing workshops, code rewrite and training; $85,000 budgeted for consultant

Grand County planning staff told the commission on Jan. 13 that a full rewrite of the county land-use code is planned for 2025 and that the county will issue a request for proposals to hire a consultant to lead the process.
"The budget ended up with $85,000 for the RFP," a staff member said while describing resource constraints and tradeoffs between in-person and virtual consultant work. Staff advised that the RFP will specify consultant responsibilities, expected public meetings, and the number of workshops with commissioners. The planning commission will provide priorities and work with subcommittees during the drafting process.
Commissioners agreed that housing incentives, faster processing times and creating neighborhood centers reflected in the new general plan are immediate priorities. Members proposed forming subcommittees to research items such as density incentives and how many approved projects actually reached construction. One commissioner requested that staff bring a tally of ADO/HDHO applications, approvals and starts so the commission could assess what worked and what did not.
To start code-specific discussion on housing overlays, commissioners proposed a workshop on Feb. 10 to examine the accessory dwelling overlay (ADO) and a high-density housing overlay (HDHO) and to invite housing stakeholders and relevant agencies for follow-up meetings. Staff emphasized that the consultant will manage much of the drafting but the commission should be ready with priorities to save consultant time and cost.
The process will include subcommittees, public workshops, and the standard public hearing sequence: planning commission review and recommendation followed by a County Commission public hearing once the draft is complete.
