Council uses deliberative breakout session; participants praise small groups but ask for clearer briefings

The Bloomington Common Council's Sept. 11 session on street homelessness used a deliberative format facilitated by the Community Justice and Mediation Center. Facilitators reviewed group agreements and assigned co-facilitators to small groups that discussed short- and long-term policy options before reconvening for a large-group debrief.

Jolene Verganzi of the Community Justice and Mediation Center explained the facilitation approach and group agreements—speak from personal experience, listen to understand, be concise and deliberate rather than debate—and said facilitators would take detailed notes to submit to the council. Verganzi introduced co-facilitators and the logistics for switching topics and returning for a final debrief.

Participants praised the small-group format, with multiple commenters saying groups of roughly seven to a few people allowed more authentic sharing and deeper exchange. One participant suggested providing more pointed discussion prompts to prevent pauses and keep conversations focused. A co-facilitator noted that UDO material can be dense and suggested providing briefing materials to reduce exclusion and improve deliberation: "There's just a lot of data and a lot of alphabet soup to it that might be, potentially exclusionary," they said.

Several participants urged the council to move from discussion to action, calling for concrete ordinance and policy revisions to address zoning impediments to low-income housing. The council and facilitators said detailed notes would be compiled and posted to the council website; participants who provided email addresses will be offered the notes. The meeting ended without formal votes; the council said it will review the compiled notes and consider next steps.
