Shenandoah County board approves consent agenda, appointments and a contract award; names temporary deputy zoning administrator

At its Feb. 10 meeting the Shenandoah County Board of Supervisors approved a consent agenda that included the Jan. 13, 2026 meeting minutes, reappropriation and carryover of capital-project and grant funds from fiscal 2025 to fiscal 2026, and appointments to the Shenandoah County Planning Commission (Jim Fagan and Keith Stevens).
The board also authorized the appointment of Mackenzie Allen as a temporary deputy zoning administrator during the full-time zoning administrator's extended leave to ensure continuity in zoning operations. The appointment passed on a roll-call vote.
In other business, the board authorized the county administrator to award a contract to Perry Engineering Company after competitive bidding for a long-term capital project related to solid waste/transportation access. The roll-call shows the contract was authorized with at least one recorded "No" vote from Supervisor Ferguson. Board members asked about construction timing; staff estimated early spring/start in roughly 30 days depending on weather.
Separately, the board amended the meeting agenda to add and approve appointments to the Board of Equalization (Bill Barnes, Cliff/Chris Bibby as alternate, Gary Shoman, Bill Wine) and reappointed Vito Gentelli to the CAC/comp board; roll-call votes recorded approval.
