Team Inc. asks Claiborne County for $6,500; board declines increase, approves budgeted nonprofit payments

Deborah Phillips, executive director and pantry director for Team Incorporated, asked the Claiborne County Board of Supervisors on Jan. 20 to restore funding at the prior-year level so the pantry could meet increased demand. Phillips said food donations have fallen since the pandemic and described home deliveries to clients who live far from the pantry.
Phillips told the board, “I am Deborah Phillips. I’m coming to ask for Team Incorporated,” and outlined the program’s volunteer staffing and distribution constraints. Several supervisors responded that the county had budgeted a set allocation for nonprofits and that raising one nonprofit’s payment without matching the others would be inequitable.
A motion to award Team Incorporated $6,500 was made but failed for lack of support after multiple supervisors said the budgeted nonprofit allocation is $2,850 each. The board later voted to proceed with payments consistent with that established allocation and authorized payments to the listed nonprofits.
What happened next: board members asked staff to research whether previously allocated funds remain in the advertising/donation line item and to return with any needed budget adjustments. Phillips asked the board to keep Team Incorporated under consideration for future funding adjustments.
