San Rafael drafts new bike-and-ped plan with pedestrian priority network and top‑20 projects; public urged fuller policy language

Jessup said the draft scoring heavily weights connectivity and that staff had received 170 survey respondents generating about 650 pieces of input. “Connectivity is really just to ensure that routes… allow folks to get from origin to destination,” he said. The team proposed highlighting a manageable top‑20 list of priority projects while keeping a full scored appendix for grant and implementation use.
Public commenters and committee members pressed for more policy detail to lock in implementation—examples included requiring bike‑facility installation during resurfacing projects and creating separate buckets for large and small projects to ease grant targeting. Committee members also asked for an annual report card to track implementation and for the plan to better reflect downtown pedestrian priorities from the downtown specific plan.
Staff responses: Kelly and Parametrix said the full ranked list and scoring would be published in an appendix, that outreach materials have been translated and that the second round of engagement would remain open through the process. They committed to correcting map errors flagged at the meeting and to posting updated slides and lists for public review. The committee voted to receive and accept the report for the record; staff will incorporate public input in the next draft before the plan’s final consideration.
