Planning commission backs department budget amid staff transfers and deficit target

Deputy Director Deborah Landis introduced the Planning Department’s proposed fiscal year 2026–28 budget during the Feb. 12 meeting, and staff presented updates that reflect a general fund reduction target and the transfer of permit and DBI staff into planning.
Bianca Chu reviewed revenue and expenditure projections, saying fee revenue is stable while grant revenue is down from a strong prior year. The department reflected transfers of roughly 40 staff from DBI and the permit center into Planning; the transferred positions add roughly $10 million in salary and fringe that are offset through work orders and interdepartmental recoveries, staff said. To meet a general-fund reduction target, staff proposed eliminating some long‑held vacant positions and capturing rent savings by vacating space at 49 South Van Ness.
Commissioners pressed for additional detail about which vacancies would be cut and asked staff to clarify reporting differences between approved units, permits issued and occupancy. Staff said they would follow up with more granular metrics, including production and permit-issuance detail, and requested commissioners’ patience while the department integrates consolidated permit workstreams. Commissioner Braun and others thanked staff for the clarity; Commissioner McGarry moved to adopt the recommendation and the commission voted 7–0 in favor.
The commission’s approval is a recommendation to the Mayor’s Office; budget development will continue through the city’s budget process.
