Board confirms EMA appointments, authorizes vehicle and phone for deputy director, and approves telecommunicator staffing actions

At the Dec. 1 meeting the Hancock County Board approved several public-safety personnel actions: appointment of Holly Bilbo to an EMA role effective Dec. 1; appointment of Cameron Ladner as a fire investigator and authorization for Ladner to take home a county vehicle and receive a county cell phone; and telecommunicator staffing updates including the resignation of Haley Sherwood (effective Nov. 29) and the hiring of Susan Cavanaugh (effective Dec. 1) as a full-time telecommunicator at $16.94 per hour pending required screenings.

Holly Bilbo introduced herself and requested approval: "The first request I have is for a motion to approve Holly Bilbo as the requisition bridal for the EMA effective 12/01/2025." The board approved that appointment by unanimous vote. The board also approved the appointment of Cameron Ladner "as a fire investigator as recommended by Sheriff Ricky Adam and to authorize the fire coordinator and board president to sign," and later approved motions to allow Ladner to take home a county vehicle and to be issued a county cell phone; all motions carried 5–0.

Curtis presented telecommunicator personnel items: he spread on the minutes Haley Sherwood's resignation effective Nov. 29 and moved to hire Susan Cavanaugh effective Dec. 1 at a rate of $16.94 per hour pending physical and drug-screen completion; the board approved both actions unanimously. The board also accepted Taylor Holston's resignation effective Dec. 2 and recorded that on the minutes.

These personnel votes were recorded as administrative actions to maintain county staffing and emergency-response capacity; the hire for the telecommunicator position was reported to be consistent with the county pay scale.
