Goodland approves GAAP waiver, designates depositories, OKs four‑way stop and renews insurance

At its Feb. 25 meeting, the Goodland City Commission approved a set of routine financial and operational actions intended to maintain municipal operations.

City Manager (unnamed) explained an annual resolution to waive strict GAAP reporting in favor of the Kansas Municipal Audit and Accounting Guide (cash‑basis practices) for second‑class cities; the commission approved Resolution 2025‑07. The city clerk presented Resolution 2025‑08 designating official depositories for city funds and noting the city’s switch of its main bank to Western State; the measure passed on roll call.

On traffic control, staff reviewed a prior traffic engineering study and recommended removing signals at 12th and Main and replacing them with all‑way stop signs. The commission approved Resolution 2025‑12 to establish a four‑way stop at the intersection after staff described visibility and driver behavior concerns.

In a formal action, insurance representative Jackie (Ecklund) reviewed the expiring and proposed insurance package for the city, explaining limits, deductibles and replacement‑cost methodology for property schedules. She said the overall premium increase was 7 percent and noted the city should expect a KMU program refund of $27,381.95. The commission voted to renew the property and liability insurance as presented.

All votes were recorded by roll call and passed with the commissioners present.

What happens next: staff will file the adopted resolutions and implement bank and account changes with designated depositories; the public works department will schedule installation and signage changes at 12th and Main; the finance department will process insurance payments and monitor the KMU refund.
