The staff recommendation said that a traffic study was not required for the proposed use and that the chargers—because they sit under a canopy—do not constitute a building under the applicable review standards.
An applicant representative said the project team intends a multi‑year lease with the landowner and does not plan to remove the chargers; engineer Andrew explained that the stalls are graded to direct water toward the existing drainage ditch and that the primary electrical run to a pad‑mounted transformer will be approximately 150 feet with underground feeder. Staff and applicant agreed that permits will require stamped engineered plans before work begins.
Chair moved to approve the site plan “as completed by the building official,” a motion seconded by Grady; the commission voted aye and the motion carried. Staff will track outstanding plan and permitting items prior to permit issuance.
