Commission sends RV‑park conditional‑use text amendment to the Planning Commission

City staff presented a proposed text amendment to the Goodland zoning code to add RV parks as a conditional use in residential districts and provided initial draft definitions and code language on Oct. 25.
Staff said the materials in the commission packet show the current code section for RV parks and suggested ordinance language and definitions that would need further work. The city manager and planning staff recommended forwarding the draft to the Planning Commission to develop the full ordinance language, set public hearings, and solicit input from property owners and operators.
Commissioners asked that a potential sunset clause be considered and emphasized the importance of crafting clear standards to avoid ad hoc placement of RV units. Mayor Jason Showalter said the group’s consensus was to start the Planning Commission process and gather more detailed public input and legal definitions before any final decision by the City Commission.
Next steps: staff will send the draft text to the Planning Commission for ordinance drafting and public hearings and then return a recommendation to the City Commission.
