City staff told the Goodland City Commission on Oct. 25 that engineering estimates for the 8th Street project were approximately $8,000,000, including alternates, and that sales tax collections already set aside reduce the anticipated borrowing need to about $7,000,000.
Staff highlighted that some previously completed waterline work reduces the project borrowing need and that the estimate includes contingency. "The original estimate was about $8,000,000," staff said, noting that earlier sales‑tax receipts could lower the borrowing requirement. City staff presented examples of different borrowing authority scenarios (labeled 6.1 and 6.6 in the packet) and recommended using the larger authority figure to ensure adequate funds if bids come in high.
Commissioners asked procedural questions and discussed being conservative to avoid surprise costs; one commissioner suggested setting the borrowing amount slightly higher "to make sure we're safe." Staff will prepare a resolution and backup materials on the recommended borrowing amount for a future meeting, and the commission did not take a final vote on Oct. 25.
Next steps: staff will return with a formal resolution and supporting documentation on the proposed bond amount and financing schedule for commission action.
