Staff explained the lot is substantially smaller than the 2‑acre requirement for an RV park but can accommodate two RV spaces and setbacks. Applicant Marilyn Bull described plans for two trailer spaces and a small cottage, said hookups (sewer and electricity) would be permanent and installed underground, and repeatedly emphasized an intent to clean up and improve the block rather than create a transient campground.
Neighbors asked whether the spots would be temporary or permanent and about traffic and alley access; Marilyn said she anticipates one permanent space and two RVs and that the main entrance would be off 16th Street and not rely on alley traffic. Staff reported two written neighbor comments: Lee Dimock (present) asked for a buffer and expressed conditional support, and Ruben Zelus had no objection once the proposal was explained.
Commissioners found the small lot caused a genuine hardship under the code and that, with the limited number of spaces and the applicant’s commitments on surfacing and hookups, the public interest and adjacency impacts were manageable. Commissioner Wally moved to approve the variance and Commissioner Curtis seconded; the motion passed on a voice vote.
Next steps: the applicant must meet all other applicable code requirements (setbacks, utility hookups, fire‑code separations) and obtain any required permits.
