Emery County commissioners ratify engineering contract, award infrastructure and event contracts, and approve several routine items

The Emery County Commission used its Feb. 2026 meeting to complete a series of contract ratifications, procurement approvals and routine administrative actions.
The board ratified a contract with R and M Engineering for the industrial park master plan, with work carried out to date totaling about $68,000; commissioners said the planning work will help prepare the property for potential sale.
The commission approved a $24,600 contract with Arrowhead Construction to remodel a landfill trailer rather than replace it. County staff said the item required detailed quotes and clarified specifications before selecting the contractor.
Commissioners also approved a $19,354.49 agreement with Inflatable Booking Pros for attractions at the Emery County Fair and authorized a five-year cooperative law-enforcement operating plan with the USDA Forest Service (Manti-La Sal National Forest) that reimburses up to $5,000 for deputy patrols.
On land-use matters, the commission authorized the county to send certified notification for a proposed annexation affecting Parcel 0500870011 (the former slaughterhouse site in Ferron), which county staff said will facilitate water and permitting coordination with Ferron City.
The board approved an MOU with the Emery County Business Chamber to provide $10,000 from the rural county grant fund for the Bright Ideas Junior Entrepreneurship program to support youth business education and awards.
County HR presented a Utah Retirement System (URS) service agreement to add a Roth 401(k) option with automatic enrollment for new hires; commissioners approved signing the agreement so the program can go live April 1. Commissioners discussed state certification options for commercial valuation in the assessor's office and voted to table the matter until Commissioner Jensen could participate.
All motions listed above passed as recorded in roll-call votes where noted. The meeting closed after brief candidate introductions from members of the public and an adjournment motion.
