Planning Commission approves Prosser/Calvary replat, with easement and plat corrections required

The Kettering Planning Commission on Oct. 21 approved a final record plan (PC-24-013) that replats properties at 2211 South Dixie Drive and several Prosser Avenue parcels so Calvary Cemetery can consolidate rear portions of nearby lots for additional buffers.
City planner Ryan Homsey described the replat and told commissioners the parcels involve complex, older utilities and that Montgomery County Environmental Services and Kettering’s engineering department requested sanitary and storm sewer easements be added to the recorded plat. Homsey said staff also recommended correcting a spelling error and requiring the surveyor’s seal on the final mylar.
Applicant Bill Frappwell, identified as a Calvary Cemetery trustee, told the commission the cemetery has negotiated rights of first refusal on the parcels and "we don't have any plans to do anything except, keep it grassed over." He said the cemetery’s intent is to increase buffers, not to expand burial operations in that area; Homsey confirmed that any expansion of cemetery use would require a conditional-use permit.
Action: Commissioner Troy Urbis moved to approve the Prosser/Calvary final record plan (PC-24-013) with conditions that (1) the easements requested by Montgomery County Environmental Services and Kettering’s engineering department be added to the final mylar; (2) staff comments on attachments E and F be addressed; and (3) the plat drawing be sealed by the surveyor. The motion was seconded and approved by roll call (all present voting yes).
Next steps: Staff will require the specified corrections and the addition of the requested easements before the Planning Commission signs the final mylar; any change in use that would expand cemetery activity would require a conditional-use approval.
