County HR reports tuition reimbursement funding and a new performance‑management pilot

Sarah Nemestell, director of human resources for the county executive, briefed commissioners on recent HR initiatives and the department's near‑term priorities.
Nemestell said the proposed 2026–27 biennial budget includes funding for the county's tuition reimbursement program and that HR received more than 80 applications in 2025 to participate. She named common participating institutions as Baldwin Wallace, Cuyahoga Community College and Cleveland State University and said CSU was the most popular choice among applicants.
She described a new performance‑management pilot launched this year for non‑bargaining employees and ongoing work with consultant Troup HR (referred to in the meeting as Troop/Troup HR) to reformulate county compensation philosophies and policies, including focus groups and employee surveys. Nemestell also highlighted HR's inclusion committee events (panels and the 'Can We Talk' series) and recurring manager training offered roughly every six months.
The commission acknowledged the update and thanked HR staff for the report.
