City housing policy staff presented a study on Wednesday that examined concentration and corporatization in the city's housing stock, identifying owners whose portfolios grew rapidly and recommending several follow‑on options.
Policy staff said the study focuses on who is buying property and how ownership structures (LLCs, limited partnerships) can mask common actors. Staff highlighted examples in which an owner’s inventory rose more than 60% and identified specific entities—transcribed as "K3 Holdings" and "Wellshure Homes"—that showed substantial growth and rapid buying and selling behavior.
Presenters said the analysis can be expanded to link acquisition patterns with code‑enforcement complaints and eviction records, and offered five options for further work: expand inventory analysis, examine property flips, analyze acquisitions of small owner properties for possible city acquisition, study use of ownership entities, and create better distinctions between small and large owners for enforcement and policy responses. Committee members endorsed option 1 and voted 5–0 to continue the study and return with expanded analysis.
The committee asked for more resources and access to administrative databases to match ownership records with complaints and enforcement history. Staff said doing so will require additional data access and potential partnerships with research institutes or universities.
Next steps: housing policy staff will proceed with the recommended options (beginning with expanded analysis of rapidly growing owners) and return to the committee with a proposal for resources and data access.
