The chair said, "I will have to ask to be recused from this particular item," indicating they will step aside for discussion or a vote on that contract.
The chair also previewed ordinances and resolutions involving American Rescue Plan Act funds. The council will consider an ordinance making supplemental appropriations of $140,300 to reallocate funding among ARPA projects and a resolution to add $140,300 in ARPA funds to a Salvation Army roadway reimbursement contract.
On financing matters, the chair described a resolution to authorize an amendment to an installment financing contract in an amount not to exceed $75,000,000 to refinance various city projects, and a companion resolution requesting Local Government Commission approval related to stormwater fee revenue refunding bonds.
When given the opportunity to pull items or request separate discussion, no council members requested further debate during the pre‑agenda session. The City Manager reported, "We have no presentations this morning, mister mayor," and the city attorney and clerk likewise reported no items. With that, the chair closed the brief session and adjourned without votes.
