Guam Legislature honors police, visitors bureau and Korean consulate for quick response to Feb. 6 incident

The certificates commend recipients "for outstanding efforts and persistence in helping those most in need on 02/06/2026" and were certified on behalf of the people of Guam, Sen. Luhan said. He identified himself as the bill sponsor and named Sen. Teresa Olahi and "all other senators of the 30th Guam Legislature" as coauthors of the recognition.
"Again, this is not something we wanna boast about in the sense of what happened, but we want to recognize ... the speed in which this action was taken," Sen. Luhan said, thanking the Guam Police Department, the Korean consulate, the attorney general's office and the Guam Visitors Bureau for their roles in the response.
A representative of the Korean consulate accepted a certificate and offered brief remarks thanking the community for support. John Coe, identified in the transcript as a Guam Visitors Bureau concierge, and other GVB staff were also recognized for providing information and coordination during the incident.
The ceremony proceeded with a roll call in which Sen. Luhan and others read the names and ranks of numerous officers and detectives across patrol, forensic and special operations divisions. Recipients named in the proceedings included officer trainees and multiple police officers, detectives and sergeants; the transcript lists many individual names and ranks read aloud during the presentation.
Sen. Luhan closed the event by reiterating gratitude to the responders and partners and offering a blessing for Guam and its visitors. No formal vote, motion or policy action was taken at the ceremony; it was a recognition event.
