Tooele City Council approves ordinance listing Canyon Road as substandard; Fire Marshal given flexibility for turnarounds

Tooele City Council on Jan. 21 approved Ordinance 2026-01 to add Canyon Road to the city's table of substandard local streets, a change staff said is needed because standard street improvements would create safety and drainage problems for nearby properties.
Community Development Director Andrew Agard told the council that Canyon Road "extends south from SR 36" and lacks curb, gutter and sidewalk; he said forcing standard improvements could "dump all that water onto the front yard of that little white house" and that right-of-way boundaries are unclear because properties predate current codes. Agard said the proposed amendment adds Canyon Road to the nonstandard-streets table, leaves right-of-way and asphalt requirements "undetermined" (effectively leaving them as-is), and exempts the road from standard cul-de-sac turnaround requirements while allowing the Fire Marshal to approve alternative turnarounds such as hammerheads.
The planning commission recommended the amendment. No members of the public spoke during the required public hearing. Councilwoman Gochis moved to adopt the ordinance; Councilman Hansen seconded. Council voted unanimously: Gochis, Hansen, Gossett and Brady voting "aye." The motion passed 4-0.
The ordinance directs staff to treat Canyon Road as a substandard roadway under Tooele City Code 4-8-2.6 and gives the Fire Marshal authority to approve alternative emergency vehicle turnaround configurations for that section of roadway. The council did not identify a specific timeline for additional work on the road; Agard said the measure aims to avoid creating new drainage liabilities by requiring conventional curb/gutter/sidewalk in that location.
The ordinance was adopted at the meeting and will be processed per city procedures.
