Board approves consent agenda, utility easement and CAO contract; denies one loan forgiveness request

The Mariposa County Board of Supervisors on Feb. 10 approved routine business, a utility easement and an employment agreement for the county administrative officer, and denied a request to forgive a $50,000 CDBG microenterprise loan.
At the start of the meeting the board approved the consent agenda as moved by Supervisor Smoakam and seconded by Supervisor Kaiser. The board then approved a 10-foot non-exclusive public utility easement for Sierra Telephone over a portion of Mariposa Town Park, a housekeeping move staff said corrected paperwork dating to 2004.
Acting County Counsel Kevin Briggs outlined a proposed three-year employment agreement for County Administrative Officer Joe Lynch that included a 2.75% annual salary increase, a car allowance or county car option, and severance of up to 12 months of base pay for termination without cause. The board voted to approve the agreement and authorized the chair to sign the document.
On a separate item the board considered a previously continued request from Mountain Meadows Farms for loan balance forgiveness of a $50,000 community development block grant microenterprise loan. Planning staff explained the loan history and the program’s forgiveness guidance. After extended discussion about program setup, borrower compliance and timing of earlier actions, the board voted to deny the loan forgiveness request by a 3–1 vote with one recusal.
