Wasco council authorizes CHRISCOM contract for advocacy and grant-writing services

Wasco City Council unanimously authorized a professional services agreement with CHRISCOM on Dec. 16 after the firm’s representatives described prior grant and economic development wins and outlined a monthly engagement model.

Renee Musakian, introduced as CHRISCOM’s chief operating officer, told the council the firm has longstanding work in Central California and a local presence. Musakian said the company has helped deliver federal and state funding for public safety and critical infrastructure projects and emphasized its regional familiarity. Chuck Terloyen (transcribed spellings vary) and Ruben Shortnassy also addressed the council and described their local experience and previous projects.

Council members asked about the scope and exclusivity of the engagement; Councilmember Martinez asked whether the arrangement would be exclusive to Kern County and was told it would not contract with other jurisdictions in a way that conflicts with Wasco (answered "correct" in the discussion). Several council members said they valued the monthly engagement approach because it avoids long-term lock-ins and provides frequent performance checks. The motion to authorize the agreement passed in a roll-call vote with all members voting aye.

The contract authorizes the city manager (or designee) to finalize a professional services agreement with CHRISCOM to assist with advocacy, grant writing and economic development services. Council directed staff to circulate the firm’s proposal and scope of work to members for follow-up questions.
