The California City Council on Jan. 27 directed the interim city manager to begin immediate budget-reduction actions intended to eliminate deficit spending, targeting at least $1.2 million in reductions and regular financial updates to the council.
Councilmember Smith pressed for expedited action, saying the city cannot wait for a traditional midyear review. "We have to stop the bleeding," he said, urging staff to start now rather than wait until March. Interim City Manager Mister Grayson said staff can begin work immediately and aim to present a package at the Feb. 10 council meeting; if additional time is needed the city may hold a special meeting.
Discussion focused on staffing, contract reviews and nonessential spending freezes. Councilmembers asked staff to: prioritize elimination of deficit spending, present weekly financial briefings, provide a transparent fiscal dashboard for the public and review vendor contracts that may be nonperforming. Public speakers and council members also urged completion of a forensic audit and clearer disclosure of reserved funds and fund balances.
Council reached consensus on immediate direction rather than a delayed midyear-only action. The council additionally passed an amended resolution (No. 26-3207) providing staff with authority to commence the stabilization plan and report back with specific recommendations and benchmarks.
Next steps: staff will draft the reduction plan, identify specific contracts and nonessential expenditures for review, and return with a formal budget-adjustment proposal at or before the Feb. 10 meeting.
