The Arvin City Council on a unanimous vote approved routine items including a consent calendar, a resolution declaring there are no unmet transit needs that can reasonably be met within the city, and the appointment of an Arvin resident to the Kern Mosquito and Vector Control District board.
Unidentified staff introduced the annual transit public hearing and recommended council consider testimony and adopt the resolution. "Staff recommends that the city council consider all public comments and testimony presented during the hearing and approve the resolution declaring there are no unmet transit needs that can reasonably be met," the staff presentation said. Council heard no public comments and adopted the resolution on a 3-0 roll call (Reyes, Perez, Calderon).
On the mosquito-district appointment (Item 6a), staff described trustee requirements: appointees must be 18, an Arvin elector and resident, file Form 700 and complete two hours of ethics training; board meetings are held monthly in Bakersfield. The mayor nominated a bilingual Arvin resident identified in the meeting as "Michelle" to serve as the city's trustee; the council voted unanimously to appoint her and selected a term expiring in 2029.
During council comments the mayor reported a 31% drop in sales-tax receipts in the first quarter and asked staff for a midyear budget review. The mayor and staff agreed on a two-part update: an expense-side review planned for Feb. 10 and a preliminary revenue update in late February with a fuller report in March. The mayor also announced a "Love Local" campaign to encourage shopping in Arvin and invited residents to a Martin Luther King Jr. Day of Service on Jan. 19.
