The Goodland City Commission approved a resolution authorizing a multi-year power purchase agreement for a 5-by-16 block of hours through the Kansas Municipal Energy Agency (KMEA), with pricing presented at $62.75 per megawatt-hour for 2027–2031.
Destin Bador (director of public power) and City Manager Kent briefed the commission on the proposal presented at a recent meeting with KMEA. Staff said energy prices have risen significantly in recent months and that locking a multi-year purchase through KMEA would provide price certainty for daytime and evening hours. The city also plans to take online a 2‑megawatt solar contract starting in 2027 and noted a small allocation from the Western Area Power Administration (WAPA) that will supplement supply.
Commissioner Archer moved and Commissioner Myers seconded approval of resolution 2025‑21. The motion passed by roll call.
Why it matters: Locking a multi-year PPA provides price certainty for municipal power costs and is intended to stabilize utility-related portions of the city’s budget. Staff cautioned that if local industrial demand increases (for instance, a large data-center or industrial park), additional capacity needs may arise and pricing dynamics could change.
