Commission repeals 2021 extraordinary power-cost surcharge from city code

The Goodland City Commission voted to repeal a temporary charge enacted after the February 2021 winter storm. Staff introduced Ordinance 18 o 9, which would remove city code section "seventeen-two 104.1," the provision that had added an $8 monthly charge to help recover extraordinary power costs from that storm.
Staff said the emergency event generated more than $1.5 million in additional power costs and the monthly $8 charge was established to replenish reserves. "That code section, the commission has already said it is complete and no longer viable," the presenter said, and recommended the city remove the section from the municipal code.
Commissioner Howard moved to approve Ordinance 18 o 9; Commissioner Artzer seconded. The motion passed on a roll-call vote with affirmative responses recorded.
The repeal removes the surcharge provision from city code; staff indicated related electric-rate ordinances remain under review and that additional ordinances may be introduced at a future meeting.
