Wasco receives donations report showing designated gifts for PAL and police programs

Ms. Mosqueda presented the city's donations financial activity report for fiscal-year 2024–25 quarter 4 (April 1–June 30, 2025) and for fiscal-year 2025–26 quarter 1 (July 1–Sept. 30, 2025). She said staff changed the internal practice so donations are now designated by department or program, sent to the city manager for approval and then appropriated to the relevant department expense accounts.
Ms. Mosqueda reported $13,150 in donations received in the April–June quarter and $15,700 through Sept. 30 for the following quarter. She said donations were distributed across categories including the PAL program, Wasco PD, animal control and the bike rodeo; she summarized that roughly one-third of the later quarter donations were earmarked for Wasco PD and the remainder for PAL programming. She noted one previously omitted $500 donation was added to the presentation after staff review.
On program-specific items, Ms. Mosqueda said $5,000 was earmarked toward PD activities and that one donor specifically designated $200 for a Shop with a Cop event; staff explained department heads may allocate donations for events after city manager approval and budget appropriation. Council members asked whether the report included non-cash donations; Ms. Mosqueda said the figures shown reflected cash donations only and that in-kind contributions would require separate reconciliation.
Council moved, seconded and voted unanimously to receive and file the donations report with the correction noted in the presentation.
