Planning Commission approves conditional use permit for church at 8401 California City Boulevard

The California City Planning Commission on Jan. 6 approved a conditional use permit (CUP 25-02) that will allow a church to operate in an existing commercial building at 8401 California City Boulevard, Unit 1.
City planner Anu Devari told commissioners the applicant, identified in the staff report as Pastor Royce Butler, proposes to lease roughly 2,100 square feet within a 9,600-square-foot commercial building. Staff reported the site is about 0.75 acres, is designated Community Commercial (C2) under the general plan, and is consistent with California City Municipal Code provisions cited in the staff report (CCMC section 9-2.1502). Devari said the proposal requires no exterior or interior modifications and that staff estimated a parking demand of about 13 spaces while the site currently provides 24 stalls, including ADA-compliant spaces.
Devari also told the commission the project is exempt from CEQA under the Guidelines section cited in the staff report (CEQA Guidelines section 15301) because it uses an existing facility. Based on findings in the staff report, staff recommended adoption of Resolution CUP 25-02 subject to the conditions listed in the report.
During a brief question-and-answer period, the pastor described plans to offer limited community services, starting with a small in‑house storage area for clothing and, over time if demand and resources allow, expanding to offer referrals and additional in-house assistance. "Things in house that could help someone…we will give them the best resources in the local area or in this county," Pastor Royce Butler said.
There were no public comments on the item in the chamber or via Zoom. An unidentified commissioner moved to adopt the resolution, a second was given, and the motion passed on a roll-call vote with all three commissioners present voting yes.
The commission closed the public hearing for CUP 25-02 and moved on to other agenda items. The conditional use permit will take effect subject to the conditions of approval and any required follow-up by staff or the building department.
