Commissioners discussed whether an engineering study under the Manual on Uniform Traffic Control Devices (MUTCD) is required in every case or whether a documented crash history allows direct installation. Kent noted that while the MUTCD calls for engineered studies in many circumstances, multiple wrecks at a location support installing signs without additional modeling. One commissioner observed a dip in the roadway and asked whether that feature already slows traffic; staff replied that stop signs at nearby blocks exist but that this block remains effectively uncontrolled.
After discussion, the commission moved, seconded and approved Resolution 2025‑14 by roll call. The resolution authorizes placement of stop signs at 13th Street and Sherman Avenue for the stated safety reasons; implementation and sign installation will be handled by city staff.
The action was procedural and aimed at addressing immediate safety concerns; staff indicated the signs were proposed after citizen requests and crash history, and the commission approved the measure during the meeting.
