The Kettering Planning Commission voted Dec. 2 to appoint Thomas R. Robillard, director of the Planning and Development Department, to the city's Aragon Oak Park Community Reinvestment Area (CRA) housing council.
Staff explained that state enabling legislation for CRAs requires a housing council to review proposed CRA designations and that the council includes five members, two appointed by council, two by the mayor and one appointed by the planning commission. The commission's appointment is to the position (planning and development director) rather than the individual, making the seat a continuing appointment unless the planning commission rescinds it.
Commissioner Troy Irbis moved to appoint Thomas R. Robillard to the housing council and read the motion referencing Resolution No. 10,880 (3/28/2023) that established the Aragon Oak Park CRA. The motion was seconded and passed by roll call. Commissioners recorded votes in the affirmative and the appointment was approved.
Staff said the housing council typically meets infrequently and its role is to review properties seeking CRA designation to ensure compliance with the enabling regulations.
No additional debate was recorded; the commission then moved on to other business and adjourned.
