Bill Birney, who presented conceptual plans for a new career and technical education facility west of the high school, said making the block one-way would allow angled parking and create a safer flow for students moving between buildings. He told commissioners the district’s design assumes Cherry Street will be one-way and that buses would not load or unload on that block under the proposed plan.
Commission discussion covered practical details and tradeoffs: whether the change should apply only to the single block, the effect on neighbors and driveways, sidewalk and curb regrading needed to support angled stalls, and whether the city must hold a public hearing. Staff confirmed the adjacent lots are zoned R‑1 but said final authorization of a street-direction change rests with the city commission.
A commissioner moved to recommend the one-way conversion to the city commission; the motion was seconded and passed by voice vote. The planning commission will forward its recommendation and staff will confirm any notice or hearing requirements with the city commission before implementation.
