Council adopts Marin Sanitary Service rate increase; 3.84% adjustment approved

The council held a public hearing and voted to adopt Resolution No. 2546 authorizing maximum customer rates for Marin Sanitary Service (MSS) effective Jan. 1, 2026. Town staff explained that MSS submitted a 2026 rate application using the franchise agreement methodology; R3 Consulting reviewed the request and found a 3.84% increase appropriate under the agreed methodology.
Staff and consultant Garth Schultz outlined that the increase follows the franchise methodology used by the Marin franchisors group and that Ross’s proposed rate remains below the Marin County average among jurisdictions served by MSS. Using the presented example, a residential 32‑gallon cart would rise by about $1.95 a month to $52.83. MSS representatives Justin Wilcock and others were present to answer operational questions.
Public comment was taken; MSS thanked the council for the review and engagement. After discussion and public comment, the council moved, seconded and adopted Resolution No. 2546 on a 5–0 roll call vote.
