Salt Lake City’s Community Reinvestment Agency board on Feb. 10 approved a straw poll to allocate $300,000 from the State Street infrastructure improvements fund to a new CRA category for Jefferson Park enhancements, including a walking loop, lighting, native plantings and placemaking elements.
Lauren Parisi and Amy Reed of Public Lands presented two concept options and explained the additional $150,000 (up from the $150,000 in the staff report) would allow the department to "elevate" the design, add place-making features and incorporate Crime Prevention Through Environmental Design (CPTED) principles. Reed said the park functions primarily as a detention basin and that the $300,000 would be used to improve gateways, lighting and plantings while preserving the basin’s primary function.
Board members expressed support, citing public-safety benefits and neighborhood connectivity. In a motion recorded on the transcript, a board member moved to allocate $300,000 from the State Street infrastructure improvements category to Jefferson Park; the chair called for feelings and the motion "passes unanimously." Amy Reed and Lauren Parisi said they would share detailed cost breakdowns and the concept designs at a public open house scheduled for the following Wednesday.
