Planning staff explained that the parcel sits between Roy and West Haven and partly overlaps a former railroad right‑of‑way. State code restricts annexation within 5,000 feet of another municipality’s airport runway centerline unless the other municipality consents. Staff told council there are no anticipated impacts to airport operations for this specific site, that utilities and access would be handled through other agencies and that the recommendation to consent reflected those facts.
Councilmember Ritchie moved the resolution and Vice Chair Graff seconded; a roll‑call vote was recorded as unanimous and the council adopted the resolution. Staff wished petitioners success with their proposed townhome project.
