Herriman council adopts sign-code changes, funds White Hollow restroom and appoints TransJordan rep

Herriman’s City Council on Jan. 28 approved three formal actions: an ordinance updating sign rules for a new CF (Commercial Flex) zone and illuminated signs, a $174,500 purchase and installation of a CXT restroom at the White Hollow Trailhead, and a resolution appointing a city representative to the TransJordan board.
The council adopted Ordinance 2026-02 to add sign standards for the newly created CF zone and to tighten illumination rules for signs adjacent to residential dwellings. Michael, a planning staff presenter, said the change was "largely initiated by public feedback" and that the planning commission recommended approval. The amendment adds clearer illumination metrics, requires renderings and a sign illumination study for exceptions, and asks for a management plan describing dimming or shut-off schedules when illuminated signs are proposed near residences.
Council members discussed the limits of the amendment for previously negotiated agreements; Michael said voluntary agreements remain separate from the new development standard and that new projects will be held to the updated code. Matt moved adoption; Tara seconded. The council recorded affirmative roll-call votes and the motion carried.
On the White Hollow Trailhead project, city staff described construction progress and utility challenges caused by bedrock. Wendy, presenting the update, said the project has "a remaining project contingency of $348,270" and recommended using project contingency to purchase and install an on-site CXT restroom. Staff noted utilities are stubbed at the planned restroom location and estimated delivery and installation timelines (the unit is typically delivered in about 120 days). Council discussed short-term options such as a portable restroom and a possible ribbon-cutting in June. Matt moved to approve purchase and installation in the amount of $174,500; Teddy seconded. The motion passed on a roll-call vote.
Finally, the council approved Resolution R032026 appointing Jared Henderson as Herriman’s representative to the TransJordan board, filling a vacancy identified after an earlier meeting. City staff described TransJordan as a monthly, early-morning meeting and noted the city will coordinate any needed shadowing for the Jordan Valley Water Conservancy District representation. Teddy moved the resolution; Matt seconded and the motion carried on a roll call.
