Dallas police: 2 men dead, several wounded after early-morning shooting; DA to review

Deputy Chief William Griffith of the Dallas Police Criminal Investigations Group said an officer-involved shooting in downtown Dallas on Nov. 24 left two men dead and several others injured.

"This marks the seventh officer involved shooting for the Dallas Police Department in 2025," Griffith said as he described the preliminary investigative findings. He said officers were working an off-duty assignment at a business in the 2000 block of Commerce Street when a disturbance inside the business moved into the parking lot.

Griffith said the incident occurred at approximately 2:01 a.m. when "a man identified as 31 year old Kedrick McDonald pulled out a handgun and fired multiple rounds at 27 year old Zimed Cox, who was sitting inside a vehicle." He added that the suspect then fired additional rounds, striking three other men standing nearby.

According to Griffith, the suspect turned toward officers Charles Boyd, Hugo Oquedo and Jason Winn with a gun in his hand. "The officers gave repeated verbal commands, ordering the suspect to drop the weapon," Griffith said. "The suspect did not comply. Officers Boyd and Oquedo then fired their duty weapons, striking the suspect."

Officers and Dallas Fire-Rescue performed lifesaving efforts on both the suspect and the vehicle occupant. Griffith said both men — identified in the preliminary account as McDonald and Cox — were pronounced dead at the scene. Remaining victims were transported to local hospitals with non-life-threatening injuries.

Griffith said detectives interviewed multiple witnesses, reviewed body-worn camera footage and collected surveillance videos. "To ensure transparency, the Dallas Police Department is releasing the relevant portions of body worn camera and surveillance video so the public can see what occurred," he said.

The Dallas County District Attorney's Office will conduct an independent investigation "as required in all officer involved shootings," Griffith said. The Office of Community Police Oversight has been briefed. Griffith cautioned that the details released are preliminary and may change as forensic evidence and additional video and witness statements are reviewed.

Three firearms were recovered from the scene, Griffith said. No Dallas police officers were reported injured.

The department said the investigation remains active; officials did not announce any arrests or criminal charges beyond the on-scene account. The Dallas County DA will determine whether criminal charges related to the officers' use of force are warranted, and investigators said they will release video excerpts deemed appropriate for public review.
