An unidentified Office of Inspector General staff member urged Dallas residents and employees to use the city’s whistle hotline to report suspected unethical conduct, saying the hotline offers the "safest and most confidential" way to file a complaint.
The speaker said hotline reports go directly to the Office of Inspector General and that the office begins an evaluation to determine whether a complaint contains enough detail and evidence to warrant an investigation. "First, we review the complaint to make sure it contains enough detail and evidence to investigate," the speaker said.
If the complaint appears to fall under the office’s authority, staff determine whether it involves City of Dallas officials, employees, or persons doing business with the city and whether the alleged behavior is covered by the code of ethics. According to the speaker, investigators may then collect documents, interview witnesses and gather facts as part of an investigation.
Some matters may be referred to another department if it is better suited to address the issue, the speaker said. "Sometimes the matter is referred to another department that is a fit for addressing the issue," they added. If evidence shows a violation, the office may bring the case to the Ethics Advisory Commission for a "fair and transparent hearing."
The speaker emphasized reporting duties for city staff: "If you work at the city and you know the code has been violated, you are required to file." They also noted that the hotline is open to anyone: "But anyone can file a complaint using the whistle hotline."
The presentation framed the hotline as protecting confidentiality while ensuring accountability through an organized process. "Filing through the whistle hotline protects confidentiality and ensures accountability through a fair, independent, and organized process," the speaker said. The briefing closed with a call to action: "If you see something, say something. And together, we can safeguard the integrity of Dallas Public Service."
