Council authorizes outreach for $976,000 all-abilities playground project

Roosevelt — Council members unanimously approved a staff request Dec. 2 to pursue community partners and fundraising for a proposed all-abilities playground at Central Park, without approving a specific city appropriation at the meeting.

Dustin (presenter) described the project as an inclusive play area "for children of all abilities," listing accessible features such as double-bay swings, accessible surfacing (a poured rubber surface), benches and shade structures. He said the proposed servicing area is about 9,486 square feet and estimated the build could begin in April and take roughly three months if partner commitments are secured.

Dustin emphasized the council was not being asked to commit the full $976,000 tonight but to authorize staff to reach out to community partners for donations and commitments so the contractor could be scheduled. "We need a commitment by January," he told the council, so the vendor could schedule crews for an April start.

Council members reviewed maintenance and longevity: the recommended surfacing is expected to have a 15-year life if maintained, with training offered by the vendor for staff maintenance. Several council members and public participants noted hospital and other community partners have been involved in fundraising and design conversations.

Councilman Allen moved to authorize staff to pursue partner commitments and to return with a final contract after legal and budget review; the motion passed unanimously. The council requested periodic updates as fundraising progresses and asked that any final contract be brought back for formal approval prior to construction.

No appropriation of city operating or capital funds was approved at this meeting; the action authorized only outreach and next-step planning.
