Grants staff: council adoption will change HUD plan; survey comments already influenced framework domains

Sharon Williams of the Grants Division explained how changes approved by council would be incorporated into the city’s HUD Consolidated Plan and the four HUD grants the city administers (CDBG, HOME, ESG, HOPWA).
"Following city council approval of any new and or updated policies and plans, those changes will also be incorporated into our consolidated plan," Williams said. She noted the consolidated plan for the four HUD grants was adopted by the city council on Aug. 6, 2025, and that staff initiated HUD’s process in late August to make the required changes.
On how the city uses public input, Christina DaSilva, assistant director for Housing and Community programs, said multiple‑choice survey answers are tabulated quantitatively and open comments are reviewed by staff to identify themes. "We're identifying any common themes," she said, and staff have already added healthy food access and youth supports as domains in response to comments.
Williams said planning changes tied to council action will allow staff to direct HUD grant funding in alignment with the Drivers of Opportunity framework in subsequent budgeting cycles.
