At a work session the Larry H. Miller Group presented a high-level master-development overview for the 3 Canyons site. Brandon Ames said the proposal would yield roughly 2,950 homes on the project area, with a gross density of approximately 2.4 units per acre and a mix of detached, attached and civic uses. Ames said the developer is "committed to dedicating the land for the Mountain View Corridor" and intends to coordinate with UDOT, MAG and the city on timing and right-of-way preservation.
Councilmembers and staff devoted an extended exchange to how the Mountain View Corridor language should be phrased and what the city can require before certain build permits are released. Concerns included whether the MDA language made the master developer absolutely responsible for funding corridor segments beyond property lines (several council members said that should be a partnership with the city, UDOT and others), how to define gross versus buildable acreage and whether to cap the percentage of the project that may proceed before corridor connections are built. One councilmember proposed a temporary cap (e.g., 25% of total density) until critical corridor connections are completed; others asked for firm triggers and clear timing in the MDA.
Staff noted an upcoming UDOT environmental impact statement that could prioritize alignments and unlock funding. The council and developer agreed to continue wordsmithing MDA language, add clearer phasing/permit triggers tied to corridor progress, and return with revised documents; no final approvals were taken tonight because this was a work session.
