Neighbors press growth concerns as council approves Fox Hollow IFD for sewer capacity

Multiple residents told the council they are not opposed to growth but are worried about density, design fidelity to the master development agreement and impacts on schools and traffic near the Fox Hollow/Villages area. Jacob Belk and Norman Kingsford cited design provisions in the master development agreement and asked the council to ensure plans meet the recorded commitments and neighborhood expectations.
City staff clarified that the public speakers’ concerns referenced a forthcoming reimbursement agreement and not a final vote on a plan tonight. At business item 9 staff presented the Fox Hollow Infrastructure Financing District reimbursement agreement, which staff said will help finance approximately $12 million of sewer capacity work (a new lift station and upsized pipes). Staff said the IFD is consistent with prior practice where infrastructure benefiting a large area is financed through participating landowners.
Council members discussed longstanding master development agreement issues for Fox Hollow and emphasized the principle that "development pays for development." Council approved Resolution R25-64 to authorize the IFD reimbursement agreement; the motion passed unanimously. Councilmembers also asked staff to highlight any variances or deviations from existing agreements when the developer next appears.
Separately, council agreed to include residents’ written comments in the next packet for the Jacobs Ranch/Fox Hollow items so those remarks will inform future hearings.
