Herriman City Council on Nov. 12 approved a set of budget amendments intended to carry over unfinished capital projects, budget in grant awards and smooth debt-service timing. City staff presented the amendment package, noting $649,000 in general fund carryovers, the planned two‑year split of roughly $3.2 million for Rosecrest Road rehabilitation, and a newly budgeted $19 million grant from the Utah Department of Transportation for Herriman Boulevard improvements from 6800 West to U‑111.
City Engineer and staff also identified large water capital carryovers — roughly $19 million — and several grants that must be recognized in the current fiscal year, including a $6.4 million Old Town water project tied to an EPA grant and a $14.5 million West extension line. Kyle, presenting the amendment, said the city is revising impact fee revenue projections for parks (down $1.4 million) while establishing a grants fund to hold 100%‑funded grant projects, such as a $56,000 first‑responder mental‑health grant and approximately $492,000 in CDBG funding for a community center.
The council opened the public hearing on the amendment, received no public comment, and moved to adopt Resolution R53‑2025. The motion carried on voice votes from councilmembers present.
