Ogden planning director: city meets state moderate-income housing requirements, will report annually

Barton Bridal, planning director for Ogden City, briefed the council and planning commission on the city's moderate-income housing obligations under state rules and the related station-area planning requirements.
Bridal said the state requires municipalities to adopt a moderate-income housing plan selecting at least five of 23 strategies; Ogden has adopted eight strategies and therefore qualifies for priority transportation consideration. He described the station-area ("stationary") plan objective: increase availability and affordability of housing near transit, enhance access to opportunity, promote sustainable environmental conditions and improve transportation choices. Bridal noted the city must submit annual reports on progress and that failure to report could jeopardize eligibility for certain state and local funding streams.
The planning director said Ogden allows accessory dwelling units in all residential zones except Mount Ogden and is considering broader ADU policy changes as part of the Plan Ogden update. He reported roughly 2,200 dwelling units in various stages of the local pipeline and highlighted recent local approvals: a small-lot single-family zone change and the first cottage-home small-lot subdivision. Bridal asked for closer coordination between planning commission and council staff during the Plan Ogden handoff so both bodies understand implementation steps.
Staff were asked to coordinate timing for council consideration of the OGX station-area (OGX stationary) plan and to share Plan Ogden materials with council members and commissioners. No formal actions or votes were taken during the briefing.
