Council hears proposal to rezone 1514 N. Washington for subdivided townhomes with owner-occupancy condition

Planner Barton said the property sits near a transitional area of mobile homes, apartments and townhomes and that the R2S designation better matches surrounding development patterns. Barton explained the planning commission recommended approval of both the zone change and the community-plan amendment, and it recommended a conditional overlay requiring a development agreement that would limit units to owner-occupants for 10 years after initial occupancy.
Barton noted that state law recently established a 5-year owner-occupancy window in some contexts; the conditional overlay proposed by the planning commission would extend that period to 10 years by agreement with the applicant. Council members asked clarifying questions about grading, adjacent mobile-home park elevations and whether the same developer was involved in a nearby parcel previously discussed; Barton confirmed Cooperstown (Scadon involvement) remained the developer and that grading on the parcel was notable.
The item was placed on the council docket for the Oct. 21 council meeting for further review and action; no final rezoning decision was taken at the work session.
