Ogden council asks regional body to certify FrontRunner station-area prior actions

Ogden City Council on Oct. 7 voted to ask the Wasatch Front Regional Council’s Regional Growth Committee to consider Ogden’s prior actions for certification of the FrontRunner Station Area Plan, a step tied to House Bill 462 (2022) requirements for station-area planning.
Brandon Grepian, presenting for planning staff, said state law requires cities to adopt station-area plans for transit stations within a half-mile radius and to promote four objectives: increase housing availability and affordability, encourage sustainable environmental conditions, improve access to jobs and services, and advance multimodal transportation choices. Grepian told council the city is proposing to pursue certification by documenting “prior actions” — earlier plans and zoning changes already in place — rather than drafting an entirely new station-area plan.
During public comment and questions, resident Linda Sanchez asked whether the high-density/mixed-use diagram’s 5–8 story blocks would conflict with the view and setting around Union Station and why an as-yet-unadopted Wall Avenue corridor plan appeared as evidence of prior action. Grepian said the downtown framework includes a height-protection approach (described as a 45-degree-angle limit) that protects the Union Station view corridor, explained that the Wall Avenue work demonstrates ongoing progress toward the four objectives, and noted that a bridge reconfiguration referenced in the plan is part of UDOT’s long-range Phase 3 program with no funding allocated today.
Council member Graff moved, and council member Ritchie seconded, approval of proposed Resolution 2025-17 to request regional certification of Ogden City’s prior actions in the FrontRunner Station Area. A roll-call vote recorded "Aye" from Council members Blair, Trebruca, Graff, Myers, Ritchie, Vice Chair Hyer and Chair White; the measure passed.
What happens next: staff will submit the adopted resolution to regional agencies for consideration and follow up with Wasatch Front Regional Council staff and UTA on technical guidance and certification steps.
