Governor signs two bills aimed at expanding childcare access and creating early-education task force

At a bill-signing event, the governor signed two bills intended to expand access to childcare and strengthen early childhood education.

The governor said he would sign two measures "that make it easier to access childcare as well as to improve the quality of that care." He identified House Bill 4903 as a measure to "cut regulatory red tape to improve access to affordable high quality childcare" and said House Bill 117 would "create a task force to improve early childhood education" and support kindergarten readiness.

Senator Birdwell said HB 4903 creates what he called a "quad agency childcare initiative" to reduce regulatory conflict among the four state agencies with authority over childcare. "So that way instead of the childcare facility going, how do I follow both of these regulations that are diametrically opposed?" Birdwell said, arguing the bill requires agencies to coordinate before issuing regulations to facilities.

Senator Kim urged the creation of uniform pre-K programs and said a committee established by the legislation should pursue efficiency and better outcomes in early education, warning that a "patchwork of inefficient programs" is costly.

No formal votes were recorded at the event; both bills were presented and signed. The governor closed the event by saying, "High quality childcare is now in law in the great state of Texas," and that the measures would make the state's future brighter.
