Roosevelt — The City Council voted to approve Summerhill Subdivision Amendment No. 3, a planned residential (PRUD) plat amendment that would re-subdivide three parcels into 25 townhome lots, the applicant and council said.
The applicant, who identified himself as Jacob and said his firm developed similar units in Bernal, told the council the plan provides each lot with a one-car enclosed garage and two driveway stalls — totaling three parking spaces per unit — which exceeds the city’s 2.25-stall-per-lot code requirement. Jacob said the back of the development would be maintained as common green space under an HOA.
Planning & Zoning had recommended approval after public hearing, conditioned on a traffic study and off-street parking verification; the applicant said a licensed engineer performed the traffic study and the commission found the results acceptable.
Council members discussed narrow lot layouts, potential overflow parking on the street, driveway depths and enforcement of ordinances on trailers. One councilmember noted concern about neighborhood impacts and abstained, saying, "I live in that neighborhood," before the roll call. The motion to approve was seconded by Councilman Allen and passed with one abstention; the transcript records the abstention but does not list a full roll-call tally.
The applicant said he has not yet purchased the parcel from the Millers and will proceed with purchase and construction only after receiving final approvals; he also said he would provide HOA documents and sample plans to council staff for review.
